Seismosignal (or SeismoSignal) is an industry standard software created by Inbeas Inc. (a company that specializes in earthquake engineering research and development). Inbeas has no open-source licenses that I am aware of, so you cannot use the source code to modify it to your needs. Inbeas sells licenses to use it on a commercial basis, and Inbeas sells the source code to its competitors for a fee (whether it is public or not is not known to me).
If you are planning to use the software for commercial purposes, you would be wise to buy a license. If you just want to know how it works, you can read the Inbeas manual on the company's website. It's not very complicated, but it will take you a while to read it.

For your second question, there are many studies and analyses that show that large earthquakes, such as the 2011 Tohoku-oki earthquake, do not cause uplift. Instead, they cause the Earth to roll and shift. To understand why the Earth rolls and shifts, you have to understand the difference between continental and oceanic crust. Continental crust is under a layer of liquid magma, and it is not heavy.
Oceanic crust, on the other hand, is under water, so it is heavy. Due to gravity, the oceanic crust sinks. If there are earthquakes, the part of the oceanic crust that gets squeezed gets lifted upwards, and this is what causes the ground to move upwards.
